Drive past enough construction sites and you'll see a lot of silt fence standing upright and doing absolutely nothing. It rarely failed because the fabric tore. It failed because water went under it.
The failure nobody looks for
When silt fence stops working, the assumption is usually that the fabric tore or a post gave way. Those happen, but they're not the common case.
The overwhelming majority of silt fence failures happen underneath the fence.
Silt fence only functions if the bottom edge of the fabric is buried in a trench and backfilled. Water is relentless about finding the path of least resistance. Leave even a modest gap along the bottom and runoff flows straight under the barrier, carrying its sediment with it. From the road the installation looks perfect. It's accomplishing nothing.
What correct installation looks like
- A trench along the fence line, with the bottom of the fabric laid into it, backfilled and compacted. This is the step that gets skipped and the one that matters most.
- Posts on the downhill side, so the fabric bears against them under load rather than pulling away from them.
- Fabric on the uphill face of the posts, facing the flow.
- Ends turned upslope, so water can't simply run around the termination — another common and easily avoided failure.
- Posts at appropriate spacing for the fabric and the load, driven deep enough to stay put in saturated ground.
None of this is complicated. It's just work, and it's the work that disappears when someone's in a hurry.
Where silt fence belongs
- Along the down-gradient perimeter — the side runoff actually leaves from
- Around soil stockpiles, which are pure exposed sediment
- Along drainage paths receiving site runoff
- Around inlets, where storm drains could take sediment straight into the system
- Between disturbed ground and adjacent property — the neighbor complaint that becomes a compliance problem
Where it doesn't
Silt fence is designed for sheet flow — thin runoff spread across a surface. It is not a check dam.
Installed across a concentrated channel, a ditch, or an active flow line, it will fail. Not might — will. Concentrated flow carries far more force than the fence was built to resist, and it either tears the fabric, uproots the posts, or cuts underneath. Channels need different treatment.
Maintenance
Silt fence is not install-and-forget, and treating it that way is how sites fail inspections.
- Inspect after significant rain. That's when damage and undermining happen.
- Remove accumulated sediment as it builds against the fabric. A loaded fence has stopped filtering and started acting as a dam.
- Replace damaged sections rather than patching around them.
- Re-key sections that have been undermined — if water got under once, it will again.
- Remove at closeout, once permanent cover is established.
Gulf Coast loading
Perimeter controls here take more punishment than the same installation would elsewhere, for two reasons that compound.
The heavy clay across much of Southeast Texas has very slow permeability — rain doesn't soak in, it runs. And rainfall here arrives in intense bursts rather than spread out, with a hurricane season on top of that.
The result is that a fence which would be adequate in a drier or sandier region is marginal here. Which is exactly why keying the bottom in properly stops being a nicety and becomes the difference between a control that works and one that's decorative.

Sites disturbing one acre or more — or forming part of a larger common plan exceeding one acre — generally fall under TCEQ's Construction General Permit, TXR150000, which brings SWPPP, site notice, and inspection requirements.
