These get used interchangeably on job sites, but they're two different jobs and inspectors look for both.

Sediment control is the safety net. Erosion control is the actual fix. A site relying only on silt fence is asking a fence to hold back an entire slope every time it rains, and eventually it doesn't. Getting cover established on the exposed surface takes the load off everything downstream.

Requirements vary by site, acreage, receiving water, and municipality, and they change. Confirm what applies to your project with TCEQ or whoever prepared your SWPPP. What we'll tell you honestly is whether the stabilization approach you're planning will actually hold on your soil and your grades.
Erosion control here has to survive conditions that a spec written for another part of the country doesn't account for.
The soil works against you. Much of this region sits on the Beaumont Formation — heavy, poorly drained clay with very slow permeability. It's so characteristic that the USDA named a soil series after Beaumont itself. That clay doesn't absorb rain at anything like the rate it falls, so water doesn't soak in, it runs. On a disturbed slope, that runoff is what carries your grade downhill.
The rain arrives all at once. Southeast Texas doesn't get gentle, distributed rainfall. It gets intense events that dump inches in hours, and hurricane season adds a category of event that no perimeter control handles alone. Stabilization sized for average rainfall is stabilization that fails on the day it matters.
The ground is flat, which makes drainage concentrate. On terrain this flat, water doesn't disperse — it finds the low line and channels. That's why ditch lines and swales scour out here while the ground beside them stays put.
The practical consequence: tackifier rates and mulch loading that are adequate elsewhere are marginal here, especially on fresh cut slopes. We spec for what actually falls on this coast.
A sprayed mulch blanket bonded with tackifier. It protects the surface immediately on curing — before any seed germinates — which covers the gap that usually causes the first washout. The standard call for fresh cut slopes and any area that needs to be protected now rather than in three weeks.
Seed, mulch, fertilizer, and tackifier in one pass. This is the long-term answer: once roots take, the slope holds itself and the protection stops being something you maintain. Sprouts typically in 7 to 14 days.
Perimeter sediment control, trenched and keyed in properly. Most failed silt fence we see wasn't installed badly on the surface — it was never keyed into the ground deeply enough, so water simply ran underneath it. More on silt fence.
Stabilizing the paths water already takes. Channels concentrate flow and scour, so they need heavier treatment than the flat ground around them.
Pond banks and side slopes are among the most erosion-prone features on any site — they're steep, they're exposed, and they sit right at the water. We stabilize the slopes so the pond keeps its designed capacity instead of slowly filling with its own banks.
For large disturbed areas and haul routes where airborne dust is the problem rather than waterborne sediment.

The most expensive version of this is doing the dirt work twice. If a slope washes before it's stabilized, you're not just re-installing controls — you're re-grading ground you already paid to grade, on a schedule that no longer has room for it. Stabilizing at the right moment is almost always the cheaper path, and the right moment is usually earlier than people plan for.
